Our Leadership Team members provide day to day guidance to the wider Team, as we work together to realise our vision of “enhancing lives by providing quality homes and great places”.

The Strategic Leadership Team makes sure we stay on track and deliver homes and services to meet changing needs and expectations. And they inspire our amazing team to deliver our mission of enhancing lives and communities across the Scottish Borders.

Carly Stewart, Director of Finance

Carly Stewart, SBHA's Director of Finance since 2010, is a qualified Accountant with over 20 years’ experience in the Social Housing Sector and 6 years in Leadership roles within the Hospitality and Tourism Sector. She is responsible for finance, risk and procurement and has considerable experience of major financial change programmes, extensive financial business plan modelling, funder liaison and risk management.

Emma Garry, Director of Development

Emma has dedicated over 20 years to the affordable housing sector. Now a Chartered Surveyor, she leads the delivery of new homes for SBHA. Passionate about the transformative impact of high-quality, affordable homes on both individuals and the wider economy, she has played a key role in delivering new-build programmes across Scotland, working with both housing associations and the private sector.

Julie Wilby, Head of Programme and Delivery

Julie joined SBHA in November 2023 as Head of Service for Programme & Delivery. A Chartered Civil Engineer with 30 years’ experience in structural and civil engineering, she leads repairs, maintenance, and investment for our 5,661 properties. She is a past Chair of the Forest Engineering Group, a technical group of the Institution of Agricultural Engineers of which she was a Council Member until 2021, and was also a committee member of ICF South Scotland Regional Group.

Nicola McIlwraith, Head of Support Services

Nicola joined SBHA in 2011 and leads specialist services, including antisocial behaviour, welfare benefits, tenancy support, allocations, and warm and well. With 15 years in housing management, she enhances support services through innovative funding and partnerships. A Chartered Institute of Housing member, she has served on the Borders College Board and is a Trustee for Borders Community Action.
